Download Torrent Files as a .txt File

Recently my apartment complex has dropped the axe on Torrent downloads. They have started blocking the downloads of .torrent files and blocking BitTorrent files. Well if you use the header encryption setting on uTorrent you can still download using the BitTorrent protocol, but I still can’t find a way to download the Torrent files.
